Privacy software often fails in the same way: it makes a strong promise and then gives the user almost nothing visible in return. A real risk engine solves that by separating three things cleanly: the events the product can observe, the score it derives from those events, and the policy decisions it takes in response.
The event layer should stay stable. That means recording clear signals like tracker requests, fingerprinting attempts, consent-state changes, location-sensitive prompts, or interface pressure patterns. If the event model is durable, the product can improve over time without rewriting the whole story every time scoring logic changes.
The scoring layer should answer a human question, not just an engineering one. It should estimate how exposed, identifiable, and steerable the person looks in the current moment. That is much more useful than an abstract “privacy score” with no explanation. If the score goes up, the product should be able to say why in plain language.
The policy layer is where Cloak becomes a product instead of a dashboard. This is where the system decides whether to block, blur, warn, or hold. The point is not to maximize drama. The point is to preserve decision space and reduce unnecessary exposure while keeping the product legible enough that a normal person can trust it.
This structure also helps with proof. Cisco’s 2024 Consumer Privacy Survey reported that 75% of consumers said they would not purchase from organizations they did not trust with their data. Trust is not built by saying “privacy matters.” It is built by showing what changed, why it changed, and how the product behaves consistently under pressure.
That is the standard Cloak should meet. A risk engine should make privacy protection inspectable. If the product cannot show the signal, explain the score, and justify the action, the user is being asked for faith instead of being given proof.
